Tramway traffic started on October 28 (15th by old calendar) 1913. 7 biaxial cars «МАN» were bought in Nurnberg in 1912 , with capacity 18 and 24 seats. Tram shed was built near the electric station in Naberezhny lane.

Just before that were employed 13 conductors, 15 tram-drivers, 3 fitters and auxiliary workers. Average wage of conductor and driver was 25 roubles; head of «Vinnitsa electric enterprise» B.Gofstein got 50 and chief engineer - 80 rbls a month. In 1914 was put in operation a single-track line in Nikolayevskaya str.to military township (“voyenny gorodok”). Total length of tram tracks was 10,5 kм.

In November 1916 tramway administration had 24 workers and employees, 17 conductors and 17 tramcar drivers– total of 58 persons.

The fare was quite high and therefore only wealthy people used a tram. More available for everyone it became after the October revolution in 1917. For example, fare at the beginning of 20th: main street – 8 kopecks, Voroshilov str. – 4-2, pass - 4 kop.

During the civil war tram traffic stopped in Vinnitsa( Feb.1920 to Dec.1,1921); transport was destroyed but restored in 1922 as «Vinnitsa city electric enterprise».

In 1924 there were 11 tramcars, 2 auxiliary cars and one repair car. During 20- 30th added cars from Tver’ and Odessa. Before Great patriotic war there were already 15 passenger tramcars.

In 1932 the track from Lenin str. was extended to Pirogov hospital with total length of 11,6 км.

In 1936 the administration board was renamed «Тram way trust».

During the Great War Vinnitsa was occupied by the fascist army (July 19, 1941 to March 20, 1944). But some tram traffic still worked in the city. But when german fascists began to retreat they greatly destroyed tram way and electric supply systems.
